What does it mean if a guy stares at you but says he doesn't like you?

he's testing you to see how you would respond to him. looks are just a plus. he may not like you but maybe if you show him your personality and show him the person you are, the looks will add in and when he says he doesn't like you it's not because he can't or doesn't, but he's trying to protect his emotions.
