What is Gods hand in problems that occur?

"With Him lie the keys to the unseen, known only to Him. He is aware of all that exists on land and in the sea. Not a single leaf falls without His knowledge; there is not a grain in the darkness (or depths) of the earth, nor anything fresh or dry (green or withered), that is not recorded in a clear account (for those who are able to comprehend)."
