Is there any way to tighten the outside mirror on a 1991 Chevy truck?

If it's like my '92 Cheyenne, then yeah. You need to pop off the housing covering the point where the mirror arm attaches to the truck. Look for a bolt; mine required a hex-wrench (allen wrench). Tighten as needed.
