No. After World War 1 the US decided to stay out of the League of Nations and to minimize its large-scale international activity. But the US continued to exchange ambassadors with other countries, to import and export products and offer help following disasters, particupate in the International Postal Union and other international regimes and generally to manage its foreign affiars.
