Answer: Never has never will. I am not racist but racism is something that always be out there. You can't do anything about it. The best you can do is disprove it and not be racist.

Answer: Racism will always rear it's ugly head. Hitlers "aryan ideals" are a more modern form of racism, and are still very much alive today, mostly behind-the-scenes.
