An 11 year old and a 17 year old probably don't have a lot in common. He's close to adulthood and the girl isn't even a teenager yet. Professionals generally consider a 4-5 year relationship between post-pubescent individuals to be within a normal range. 11 and 17 is not within what professionals would call "normal".

The only way for it to be a healthy relationship is a big-brother little-sister type relationship. The boy has a lot of responsibilities in this sort of relationship and it should not be sexual IN ANY WAY.
If an 11/17 year old relationship becomes sexual, it becomes illegal. The guy risks trashing his whole life. If a 17 year old takes that kind of a risk, he is not someone an 11 year old should hang out with - ever.
An 11 year old girl who becomes involved in a sexual relationship is risking her entire life too. Pregnancy at that age could keep you from having a happy family later in life, economically, psychologically and physically.
An 11 year old who desires a sexual relationship with a 17 year old boy is almost certainly looking for someone to take care of her because she is not being taken care of at home. She has probably been sexually abused at home or by someone she trusted and sees sex as a way to get someone to take an interest in her and take care of her.
What she will find is that the 17 year old is also going to take advantage of her for sex. The best thing any child who has been abused can do is find an adult they can trust and talk to them. A caring adult (pastor, teacher, physician) can help a child figure out how bad their situation really is and how to deal with it. No real man or woman wants to take advantage of a child, so anyone suggests any sort of sexual contact is not to be trusted.
