== == Even though you are NOT charging the passengers to ride in the van, you are providing a PUBLIC TRANSPORTATION SERVICE, just like Greyhound does. So you will need PUBLIC Liability and indemnity insurance. It will be VERY costly. I would NOT even consider doing this. The risks are too HUGE. Let them take a taxi, and you pay the tab for the ride, but DON'T get into operating the van yourself, your business could be lost in a law suit, if one drunk falls out of the door while you are driving the van. Let somebody else take the risk, like the local cab company, who are all ready insured to carry the public for money. Stick to running the bar.
