Simple pidks for mortice locks can be made by just bending lengths of wire coathanger. More complex tools for mortice locks such as overlifters require more precision engineering. Simple pick tools for rim-type locks are usually made out of 1.5mm - 2mm sprung steel sheet, so can be made with an amount of metal and some files. (common useful shapes include ball end and double ball end (for wafer locks), half diamond and hook (for rim, and euro- and oval- barrel) and a rake. You'll also need a tensioner.

It is possible to make the second kind out of hairpins, paperclips, etc, but as a beginner, you'll have a more difficult job using them than you would have using something better made.
