What do you do is someone keeps annoying you?

It's a very simple answer. Just ignore them. If it is bullying, then I suggest you tell a teacher quick before it gets worse and worse. If they say mean things, do not try at all to fight back with them. Just leave them be, because they have nothing better to do then harass other people. Don't even be around them. If it's cyber-bullying, TELL SOMEONE QUICKLY because I find that one of the worst types of bullying because no one really knows. It's on the internet. Tell someone who can help you fix your problems with this person.
