Are bb guns safe for kids?

Kids should learn basic gun safety and gun handling rules before using a BB gun. They should go shooting at least several different times with close adult supervision before they can be trusted to use a BB gun on their own. The kid needs to have a certain level of good judgment, common sense, and respect for the law and respect for other people's property and safety. If all those things are in place, then it's safe for kids to use a BB gun.
