Why did Germany rely on U-Boats?

Because they didn't have a powerful surface fleet. U-boats (submarines) fought a guerrilla war on the seas. Because Germany didn't have a strong enough surface fleet to fight a traditional war on the high seas.

Same for land warfare: An enemy reverts to guerrilla warfare when they are not strong enough to challenge an enemies army-and fight conventionally.
