Not unless she tells him not to do so. If you know in advance that she is not attracted to you or doesn't date people of whatever group you are in (race, gender, income class, or whatever), and you hug her to spite her, flirt with her, or prove something, then it is harassment. But if you don't know and she doesn't tell you, then it is hard to call it harassment.
