There are commercial products available where cosmetics are sold that may help with this. But if they are not effective enough (depending on the cause and severity of them), your dermatologist should be able to help. He/she can possibly prescribe a special cream or procedure that will get rid of them, or at least lighten them considerably.
This could also be caused by aging or a skin pigment disorder, in which case your dermatologist will be able to help with that, as well. In the meantime, you can try using a concealer underneath your foundation to cover them up. The mineral foundations, such as Bare Minerals, are pretty effective at covering skin imperfections. Another product that may help is "Smart Cover". It conceals age spots, tattoos, scars, bruises, birth marks, scars, etc., and it is water proof.
