Its a keloid..and is normal. It's scar tissue. Be careful if you take out the jewelry, it may close right up on you with that being there.
Yes its normal I have 3 tongue piercings and have got a "bubble" twice. my piercer told me to get a desolvable aspirin dip it in some water to get it fizzing up and hold it on the bubble for a few mintues a day. What this does is the aspirin burns the bubble and within 2 - 4 days it should be gone. This works with any piercing. I did the same with my both sides of my nose.
