Is Facebook suitable for an 11 year old?

No. Facebook's terms and conditions specifically state that you must be at least 13 years old to sign up for an account. (There's not really any way for Facebook to stop a 10-year-old from lying about their age and signing up anyway, but it's not "for" 10-year-olds.)
