The speed limiter is programmed into the computer, when you exceed a preset limit, such as 97 mph. It is programmed into the PCM based on the speed rating of the stock tires. To change it you will have to buy a power programmer or performance tuner, available from several different manufacturers for around $400. You can't remove it, but you can raise it to a certain extent, based on the speed rating of your tires. There is no way you can bypass it, since the PCM (Powertrain Control Module) must have speed information to process engine parameters. The power programmers are set up so that you must buy a programmer for each vehicle. You can't borrow one from a buddy. The PCM has a unique id number programmed into it. The best way I can explain it, it removes the factory programming from your PCM, stores it, and then reprograms it with your modified program. You must restore the original programming that is stored in the performance programmer to the vehicle re-programmed before you can use the programmer on another vehicle.
