Problem-Oriented Policing is a strategy of community policing in that, the community and the police work together to analyse community specific problems and collectively develop responses which are tailored to the identified problems. This is done by adopting the SARA model which has the following components:
1. Scanning - identifying the problem(s)
2. Analysis - Collecting data about the problem
3. Responses - developing a strategy/response specifically to address the problem
4. Assessment - Evaluating the effectiveness of the response
