Did highwaymen only rob people on the highway?

Highwaymen robbed people on roads. The modern idea of a highway is incorrect. The roads were not like they are now - multi-lane paved etc.

They held up stagecoaches, horseback travelers or anyone traveling by foot and the term is restricted to those who worked the roads and laneways.
