If you are using liquid food color, use two drops red and five drops yellow food coloring. If you are using paste color (which is my preference) then use two parts red to five parts yellow color. You can use toothpicks by dipping the tip into the jar of paste color, being careful to get the same amounts on the tips each time. Just be sure to use a clean toothpick with each color, and never let any of the food or cake icing get in the jars of color. For precise dosing use an eye dropper (sterilised for cooking use). Use either a ramekin, egg cup or similar small dish to mix your colours.
I highly advise that you first mix a small amount of the colors with a small amount of the icing (or other food) to make sure it's the color and shade you want. If it's too dark, use less color, if it's too light, use more.
If you are using it for cake icing and get it too dark, there is a product called icing whitener you can use to lighten the color. Just be sure to start out with just a small amount at a time, then add more as needed until you get the color you want. You could probably use the icing whitener/brightener in other foods, too, such as cake batter.
