Actually, it is neither. As with every technology (such as radio, the internet, movies, etc) cable TV has both advantages and disadvantages. One advantage to cable is that it can do what is called "niche" broadcasting. That means it can specialize in one thing only-- like all news (CNN) or all weather (the Weather Channel) or conservative political programs (Fox News) or all programs about animals (Animal Planet). In that regard, cable TV allows viewers to choose something they personally like and watch lots of programs related to that subject.

But while cable was supposed to provide variety, the truth is that the majority of the channels are owned by a handful of giant conglomerates, and the variety is actually somewhat limited by what the conglomerates decide they want to provide, and what they can persuade sponsors to support. Also, since only a small number of cable companies dominate, the cost of cable is kept artificially high and there is little competition. So, in terms of providing lots of programs that appeal to a particular audience, cable TV has been a boon (something positive). But in terms of providing affordable access and a wide range of views, cable TV has not lived up to its promise, although I would hesitate to call it a bane (something that is a curse). Rather, it is one more technology, one more option that people can use, or not use, as they wish.
