It's really difficult to compare countries because the laws that determine the level of blood alcohol to qualify as drunk and the penalties (perhaps a more important factor) for drunk driving vary widely. The US reports the highest percent of drunk driving accident injuries and deaths, but is the reporting consistent around the world? Probably not. The countries with the lowest percent drunk driving rates also seem to have the harshest penalties. Hmm.
