California state prison inmates do not have phone privileges while in the reception center, unless it is an emergency. However, inmates can receive mail and writing supplies. Most of the prisons allow 10 stamped envelopes and a writing tablet to be mailed in first class to the inmate.
If you would like to sent mail to an inmate, address your letter like this:

You can also visit the inmate after completing a visiting application form. The prisoner needs to sign it first before sending it to you to fill out. It then has to be reviewed, which could take 4-6 weeks. Once you are an approved visitor you can visit the inmate in the reception center. Reception Center visiting takes place behind glass and is by appointment only.
