Who buys outfits for Morman tabernacle choir?

The outfits worn by members of the Mormon Tabernacle Choir during performances are owned by the choir (not the individuals) and purchased through funds the choir raises through sales of albums and concert tickets. The women's dresses are generally custom made although the men's suits are usually purchased. I am not aware of whose responsiblity it is to design, choose, or purchase the outfits.
