Why did Jeff hardy join tna?

Well if you look at Jeff Hardy you can clearly see that he is on something.

He didn't follow the wellness policy and was therefore kicked out of the WWE.

TNA doesn't have a wellness policy so he can basically be drunk and still wrestle
