For Girl Scouts of the USA, for the 2011-2012 membership year, the national membership registration dues are $12.00. These dues have been $12.00 since the 2008-2009 membership year.

If you are being told there is an increase in the dues, it is possible that the troop itself is asking for dues at the same time payment of the national dues is made. The best way to find this out is to talk to the troop leader.
