How do I fix this ceiling Could it have asbestos?

The paints is chippibg off a small part of the ceiling and exposes the layer that is underneath it. I was thinking of putting joint compound. If I scratch it off I'm afraid that there could be asbestos. So should I just put the compound straight over it without scratching? I wish I knew how to attach the picture.
