Who announced that reconstruction was over?

After the assassination of Abraham Lincoln, Vice President Andrew Johnson, a man with loyalty to the south and no sympathy toward the former slaves, assumed the highest office of the land. He proceeded to remove federal soldiers who were in place to protect former slaves. He allowed the south to both drag their feet in ratifying the Thirteenth Amendment as well as to elect governments, stacked with former confederates. A high number of pardons were given to people who had risen in violent revolt against the country.
