Yes

Saudi Arabia, Iraq, Iran, Turkey, Afghanstan, Cayman and many other places have no taxes. Some have only sales taxes but no income taxes.

Taxes breed coruption, in a perfect world they would be a benefit. But, place humans into the mix and there is greed. Where there is greed there is coruption.
