In thoery, yes it would probably work. I think it would probably be annoying though, as it would also block out the sound of everything going on in your own home, such as the TV you are trying to watch or music you are listening to. At night, putting on a white noise track can help block out sounds completely helping you fall asleep. Personally, I live in a dorm room and sometimes my roommate is watching TV when I want to study. I created an hour long white noise track using the free program Audacity and I play it through ear-canal headphones to block out the noise of the TV. After a few minutes of getting used to the hiss it works very well and creates a distraction free environment for my studies.
