Most people would not be criminals if they could live comfortably without doing it. That is possible for most people in the more developed countries. It is not necessarily possible for everyone in the developing world. Consider this - most people would probably steal food if they were starving to death. Those few that wouldn't would certainly steal food if their child was starving to death and they had no other way to feed them. The same is true of other necessities such as clothes. This has been true for the duration of recorded history - poverty invokes crime.
