Who is the real head in democratic country?

In the British Parliament, the Prime Minister is the head of the Political Party voted into power by the Electorate (the people registered to vote). But, even the Prime Minister needs the support and backing from his or her party. Therefore, it could be said that the real head is the governing party as a whole.
