If Bernie Sanders doesn't win the US Presidential Election how can he complete his agenda to create a New America?

It is dubious that even as President that Bernie Sanders will be able to exercise his desired reforms due to opposition from other branches of government. If he does not become the US President, he will likely return to being a mildly relevant senator who will have no serious impact on policy.
