What are the steps to get a federal firearms license?

Before a FFL is issued as a Dealer or Manufacturer, you must be in compliance with state and local laws. You will need a business license, and a location that is zoned to permit a business to operate. These are not required for a Collector's FFL. You then apply to the Bureau of Alcohol, Tobacco, Firearms and Explosives for your license. You will need to submit the application, a Certification of Compliance document (citizenship) fingerprint cards, two passport type photos, and payment for the license.
