The constitution was drafted because the weak national government could not successfully control trade between states (to insure fairness), and to create foreign relations, or manage conflicts among states about issues such as borders.
The weak national government was financially strained and had no power to get funds. All it was capable of was requesting that state governments give certain amounts of money, the states had NO obligation to pay up.
The federal government had no power over state governments and their citizens. There was no way to make sure people obeyed national laws.
Trade agreements were unenforceable.
Unfair competition among states.
Threats to citizens right to property. (Factions could easily get a hold of state governments)
