What should parents do if someone else filed tax returns on behalf of your children without your knowledge or permission?

what do I do if someone-dad filed my son and had no permission. he was incarcerated and needed for extra funds but has never did or bought him anything. Im only one taking care of children-he watched son at my home and while i was out he found papers with sons social security number and filed him and i am finding out now
