Yes, it's a scam. You send them your money for a kit to get you started. But the kit is just some papers about government grants, and instructions telling you to advertise that you have information about this!
The ad will tell people that if they send you $4, you'll send them government grant information - by copying what they sent you and sending it to them!
Even if you do find enough suckers to pay you $4 for what they could have downloaded off the net for free, you still won't make any money. That credit card number of your's that you used to purchase the kit is being used by them again for your "membership fees". Over $50 a month!
