What are the specific temperature and moisture characteristics of a climate in which frost action is dominant in the winter season?

I have this question for homework tonight. :D the temperatures would have to be below freezing and the moisture would have to be humid. Lol I'm 13 years old in advance classes. :D (like earth science) GL!
