Where do you get the balance blade spell on wizard 101?

You get it when you reach level 12 in Balance Character, and you need to go to your tutor, he will assign you 3 tasks, and after you finish them, he will tell you to go to Triton avenue, and when you get to the assigned place, you'll get it ;)
