Is it recommended to hire a car in Brisbane or to use public transportation?

Public transportation is very efficient, with a network of trains, buses and even CityCats (ferries on the river) reaching many suburbs throughout the city. If you are not a confident driver in unfamiliar territory, use public transport. Public transport can be quite expensive, but so can hiring a car.

If you are driving to many different places, and have either a street directory or a Satellite navigator, then hire a car. Brisbane is quite a sprawling city, and deciphering the train, bus and CityCat timetables is not always easy.
