Where did it say in the Bible that it's a sin to spill semen?

According to Genesis 38:7-11, the LORD does not come down on one side or the other on the issue of seed-spilling. What the LORD does object to is a brother-in-law's failure to fulfill the levirate obligation -or- perhaps, to fail to obey one's father's demand that one fulfill one's duty.
