What does the eagle on the back of the half dollar represent?

The eagle (specifically the bald eagle) is the national symbol of the United States. Until recently all US Coins higher than 10¢ were required by law to carry that image.

In the case of the Kennedy half, the image used is a stylized version of the Presidential Seal.
