Could black people vote in US in 1910?

No. They had been given the right ( men only), but Jim Crow laws prevented voting. To be able to vote they would have to pay a poll tax, pass a reading test, and cite passages of the constitution . It won't be until 1964 and the voting rights act that African Americans were able to vote.
