Can you have different insurance on separate cars?

Sure, buy why? You get discounts for having multiple vehicles on a policy. You are still required to list all household members and drivers on both policies. The only advantage may be if you have a bad driver in your household with lots of tickets who you want to exclude from all other vehicles except for the one he/she drives. This is the only real time it may be beneficial. I always caution anyone signing an exclusion because if a driver is excluded no matter what the emergency or just moving a vehicle in the driveway, if the excluded driver is driving there is no coverage at all for the claim. I rarely use the exclusion.
