Can you adopt your older 22 year old brother to give him citizenship that you received through being adopted at 13 but are now 21?

I think that the only legal adoption in America is for minors, but this might be wrong. I would contact an Immigration attorney. You'll need one anyway if you are able to go through with an International Adoption.
