USCG licensing website says no
Actually... Depending on the conviction and how long ago it happened will depend if you can possess a CG credential. Each crime has an accessment period from the date convicted, prohbation ended or you were released from being incarcirated.
Always a great idea to get help when applying for your first time. 95% of mariners applying for their first time will receive a kickback letter or will be denied for a fraudulent application.
Here is a site you can visit that helps. The girls that run the service both work for various CG Regional Exam Centers and know what it takes to get your application in and get the mariner issued in a timely manner. They can help get your Physical/Drug Testing set up, schedule for fingerprints and oath, and they will even get all documents for you if you have misplaced yours (original birth certificates, court documents, etc).
www.jag-mlc.com, I know they are in Texas and help out in Louisiana, and New Mexico also. If you are worried about convictions, I would call them first.
(The above link is inactive, and is not a government recognized site. The merchant marines are run by "citizens" who may or may not of have been enlisted in their lifetime, and the merchant marines, according to their website are not a government ran agency, but may be called into duty during times of war for the purpose of transporting of war supplies and or troops.)
