Is a dandy lion a weed or a flower?

It is unquestionably a flower. It has a flower, doesn't it? It's a flower.

"Weed" refers to any plant growing where you don't want it. A rose is a "weed" if it's in your cornfield. So it's not really a botanically meaningful Word, and the question is ultimately meaningless.
