Who wrote the tower treasure hardy boys?

The most suspenseful part was when Frank and Joe Hardy find the stolen treasure in a old water tank. Hobo Johnny finds them in there and locks them up in the tower. Hobo Johnny said that that was his headquarters and no one could take what was in there, but they needed the stolen treasure.
