Note that the average is based on ALL people. Many people with extremely low IQ's have other serious physical problems so they don't survive to grow up, thus MORE than half of all adults have an IQ over 100.

By definition the average IQ score is supposed to be 100. However the scale is not that accurate as its developers would like it to be an so it varies over time.
