What nation first used chemical weapons in World War 1?

Germany harnessed chemical warfare first during WWI. They started with bromine gas (which failed because it froze during the harsh winter months of the war), and then they moved to chlorine gas (which failed at first because they used it on a windy day - it blew back and killed more of their own soldiers).
