Is it illegal to devocalize a dog?

The procedure is illegal in the UK It is in New Jersey not sure if other states have followed suit. In my opinion it is a cruel thing to do and should be banned as it serves no benefit to the dog itself. Animal rights organizations have strongly opposed debarking. Those who have the procedure done claim their dogs are non-responsive to other therapies
